Police Assistant Commissioner Naila Hassan told Mike Hosking that the percentage of people breaching hasn't changed, but the number of people on bail has.\xa0
Hassan says the increased volume means more people are breaching bail conditions, making it a more demanding problem than six years ago. \xa0
She says she can't comment on whether these people should be in jail.\xa0
