Victoria University School of Governance and Policy Studies senior research fellow Dr Michael Fletcher told Mike Hosking that at a minimum, it should rise at the same rate as inflation.\xa0

He says the Government says beneficiaries should get increases in line with the Consumer Price Index, so the lowest paid workers should get the same. \xa0
