Senior Political Correspondent Barry Soper told Mike Hosking that Chris Luxon probably made David Seymour the Associate Justice Minister to try to distance the Nats from ACT's proposed Treaty Principles Bill.\xa0

He believes it's too late.\xa0

Soper says National agreed to it in coalition agreements, and why they'd do that but only back it to Select Committee is beyond him.\xa0
