The Oregon House recently passed the state's Climate Action Plan establishing a state-wide cap-and-trade program to limit greenhouse gas emissions. The bill seemed to fail in the state Senate when\xa0Senate President Peter Courtney, D-Salem, announced House Bill 2020 didn\u2019t have the votes to\xa0pass.\xa0This was after many Republican State Senators left to capital trying to prevent a quorum, fearing that the Democrats would easily pass this bill over their\xa0objections.\xa0Gregory\xa0Wrightstone, author of\xa0Inconvenient Facts: The Science That Al Gore Doesn't Want You\xa0To\xa0Know\xa0will join me to discuss what state level \u201ccap and trade\u201d measures really mean to everyone.
