Apparently it means: All comments have been accepted, the "No Comments Accepted" means you can not post comments to those comments.
It would have been much more logical for them just to put a lock icon on the submission or gray out and additional comment button, or even just reworded it to "Responses Closed" or something similar (rather than wording it as if the original comment was rejected)
