6. CONSENT AGENDA (Consent items as follows wilt be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner.)

a) Keli G. Watkins, Clerk to the Board - Approval of Minutes - September 17 & October 1, 2018

b) Patricia P. Galloway, Financial Services Director - Budget Revisions

i) Cooperative Extension 4-H - Appropriate $5,000 of the Cooperative Ext. 4-H reserve fund balance to cover costs associated with the After School Programs and the School Enrichment Programs. Funds were earned in previous fiscal years and are held in reserve to be used to cover program costs in future years. No additional county funds are being appropriated.

ii) Bethany Fire Department - Appropriate $25,000 of the Bethany Fire District fund balance. Bethany Fire Department has requested these funds to cover the costs of repairs and maintenance to their building. No county funds are being appropriated.

iii) DHHS - Transfer $60,464 of the Mental Health Maintenance of Effort (MOE) funding to the HHS Integrated Health Program to cover the purchase of Point of Care Lab equipment and applicable test kits that can be used for medical clearance in behavioral health emergencies.

iv) DHHS - Transfer $65,000 of the Mental Health Maintenance of Effort (MOE) funding to the Jail Department to cover costs of mandated behavioral health services for inmates incarcerated in the Rockingham County Detention facility. Funding will be used to provide a licensed clinical social worker and a mid-level psychiatric practitioner to complete evaluations, create treatment plans and prescribe psychotropic medications.

v) Sheriff's Department - Appropriate $10,600 of the Sheriff Department reserve fund balance to purchase a K-9 Bloodhound, lettering for the K-9 vehicle, up fit vehicle with E/Z rider K-9 platform and to purchase a K-9 Kennel. Reserve fund balance is Substance Abuse revenues received in prior fiscal years that have not been expended. No additional county funding is being requested.

c) Ricky Graves, Director, Head Start - Approval of September 2018 Head Start Monthly Report

d) Jan Yokeley, Director, Economic Development, Small Business and Tourism Approve adoption of Resolution to submit a formal application with the NC Dept. of Commerce's Rural Division Bldg. Reuse Grant Program or the OneNC Grant to benefit "Project GLT" & will invest monies in the amount of 5% or $9,375 for the grant amount of $187,500 toward the proposed renovations as committed to in the application. Match will be split with the City of Reidsville.

e) Lance Metzler, County Manager - Consider approval of Lease Purchase Agreement between HomeTrust Bank and North Stoneyview Volunteer Fire Department. Lease Purchase Agreement is for financing the portion of a new Brush Truck not covered by the State Grant.

a) Lynn Cochran, Planner, Planning & Inspections - A request for Rezoning NC 135 & Young Rd. (157 Young Rd.), Case #2018-024 Braxton W. Terry, from Highway Commercial-Conditional Use to Residential Protected. At its September 10, 2018 meeting, the Planning Board voted unanimously to recommend approval.

i) Public Comment for Rezoning Public Hearing

b) Mark McClintock, Tax Administrator - Public Hearing and presentation on proposed Schedules, Standards and Rules (2019 Schedule of Values) used in appraising real property for the 2019 Reappraisal in Rockingham County as per NCGS 105-317(c).

b) Request Board approval to appropriate $6,750,000 of Landfill Fund available fund balance to cover estimated cost for partial closure of active landfill cells (Phases 1-3).
