a) Keli G. Watkins, Clerk to the Board – Approval of Minutes – October 15, 2018

b) Patricia P. Galloway, Financial Services Director – Budget Revisions

i. Head Start – Decrease Head Start NC PreK budget $22,387 to match FY 2018-2019 total funding of $73,200.

ii. ADTS – Increase ADTS of Rockingham County budget $55,296 due to increase in FY 18-19 Home and Community Care Block Grant funding from PTRC. Grant funding increase of $49,767 required an increase in matching funds of $5,529 for a total program increase of $55,296. Additional County funding of $5,529 will be appropriated from Fund Balance.

iii. Sheriff’s Dept. – Increase Sheriff’s Department budget $13,656 due to award of Bulletproof Vest Partnership grant funds from the Bureau of Justice Assistance. Grant funds of $4,478 require an equal match of $4,478 which will be covered by Federal Forfeiture Funds held in reserve fund balance. An additional $4,700 is being requested at this time to cover the added costs of a concealable carrier, special threat plate, external carrier, name plate, and shipping/handling for each vest purchased. Fifteen (15) vests are to be purchased.

c) Lance Metzler – Approval of Revised DAAS-731 County Services Summary for the Home and Community Care Block Grant (HCCBG). Revision includes reprogramming funds across services by ADTS.

d) Ricky Graves – Approval of Head Start Community Report for FY 2017-2018

e) Mark McClintock – Approval of Tax Collection & Reconciliation Report – October 2018

f) Ronnie Tate – Approval to allocate $31,835 from the Water Enterprise Fund reserve to pay for new cellular communication equipment for 3 water tanks and 3 booster stations. This equipment will replace older, outdated radio equipment that is obsolete.

a) Lynn Cochran, Planner, Planning & Inspections – A request for Rezoning one (1) acre of 3066 Gideon Grove Church Road, Case #2018-022 Christopher P. Angel, from Residential Agriculture (RA) to Neighborhood Commercial. The remainder of the parcel will retain RA zoning. At its
October 8, 2018 meeting, the Planning Board voted unanimously to recommend approval.

i) Public Comment for Rezoning #2018-022, Christopher P. Angel – Public Hearing

b) Lynn Cochran, Planner, Planning & Inspections – A request for Rezoning the Intersection of Ellisboro Road and Cannonball Court, Case #2018-027 Tom Malone, from Residential Agriculture (RA) and Residential Protected (RP) to Neighborhood Commercial (NC) and Residential Agriculture (RA). Approximately two acres of an 18.9-acre parcel will be dedicated to Neighborhood Commercial (NC) uses. The remaining 16.9 acres will be rezoned to Residential Agricultural (RA). At its October 8, 2018 meeting, the Planning Board voted 4-2 to recommend approval.

ii) Public Comment for Rezoning #2018-027, Tom Malone – Public Hearing

c) Jan Yokeley, Director, Economic Development – Consider Approval of appropriation from its
General Fund, not to exceed $238,624, to be distributed to Sanritsu Logistics America, Inc. in two phases following project parameters as outlined in the Performance Agreement between the Company, Rockingham County and the City of Reidsville. Project site is located within the Reidsville Industrial Park on approximately 20 acres (Parcel ID #168633 (8903-00-43-1429-00).

i) Public Comment for Economic Development Appropriation to Sanritsu Logistics America, Inc.

9. JAN YOKELEY, DIRECTOR, ECONOMIC DEVELOPMENT, SMALL BUSINESS & TOURISM – FY 2017 2018 ANNUAL REPORT

Present update on FY 2017-2018 Annual Report for Economic Development, Small Business and Tourism.

10. JASON WOOD, CHIEF, EDEN RESCUE SQUAD – NEW AMBULANCE Allocate Funds of $30,000 approved at the June 4, 2018 Commissioners’ Meeting, to be used for the purchase of a new Braun Type III Chief XL Ambulance. At its November 1, 2018 meeting, the Eden Rescue Squad Board of Directors voted unanimously to use funds to purchase an ambulance upon Commissioner approval. Total cost is $159,587; Eden Rescue Squad will pay the balance of $129,587.

11. LANCE METZLER, COUNTY MANAGER – VOTING DELEGATE – NCACC CONFERENCE Designate Voting Delegate to attend 2019 NCACC Legislative Goals Conference being held January 10-11, 2019 at the Raleigh Marriott Crabtree Valley in Wake County.
