A) Jennifer Woods, Clerk to the Board

Approval of Minutes-December 6, 2021 Regular Meeting Minutes

B) Pat Galloway, Director of Financial Services

1. Approval- Appropriate NC Rural Authority Building Reuse Grant of $100,000 for the Gregory Pallet & Lumber, LLC project in Stoneville, NC.

2. Approval- Appropriate $1,500 grant awarded to the Animal Shelter from the Reidsville Area Foundation. Funds will be used to install cat portals on the kennels.

3. Selection of firm for audit services on the FY 2021-2022 Annual Comprehensive Financial Report (ACFR) with the intent to retain the same firm for at least two additional years contingent upon satisfactory performance.

C) Mark McClintock, Tax Administrator

1. Approval- Tax Collection and Reconciliation Reports for December 2021, including refunds thru December 31,2021

2. Consider Order Directing the Tax Collector to advertise unpaid 2021-2022 Property Taxes as directed by N.C.G.S. 105-369.

D) Rhonda Hooker, Interim Library Director Approval- Appointment to the Rockingham County Library Board of Trustees; term to expire June 30, 2023: Michael Roche

E) Captain Jennifer Brown, Sheriffs Office

Approval- To increase revenue in Sheriffs Donations budget line $30,000 reference donation received from First Responders of the Triad, Inc. Golf Tournament held October 18,2021 and increase expenditures in Sheriff Uniforms $30,000 for future equipment purchases.

F) John Morris, County Attorney

Approval- Resolution for a request for Abandonment of Dalton Lake Road (SR 1127) off Ellisboro Road (SR 1110), Huntsville Township

G) Felissa Ferrell, Director of Health & Human Services

1. Community Child Protection Team Annual Report

2. Approval of the funding authorized from the NC Division of Social Services for Piedmont Natural Gas-Share the Warmth fund, authorized December 30,2021 and received on January 5, 2022. The original budget estimate was for $980. However, the total funding authorization is in the amount of $11 ,325.63. This represents an increase of $10,345.63 in 100% State funds.

Consider Approval- Matching the Museum & Archives of Rockingham County's awarded Nation;!1 Endowment for the Humanities Building Capacity Challenge matching grant of $162,500 for old 1907 courthouse HVAC project at a 1:3 ratio, funding $487,500

PRESENTATION - Project PRIDE CSBG allocation of $268,812 for Rockingham Community Action Agencies and program operating costs

Approval- Broadband Appropriations

Recommendation on the utilization of American Rescue Plan Act (ARPA) funding, total funding is $27,677,626 from State and Federal Government
