There is no victim without an oppressor. The general tendency is to blame oppressors for the existence of the victim, but what if the oppressor is the creation of the victim? Naturally, victims tell us we are not to blame the victim. Being the victim means we are blameless and 100% of the fault must lie elsewhere, if not with the oppressor himself then with society. Some might find the argument self-serving. But regardless, the dilemma is this, only the victim can decide if he or she is a victim or not. A person totally dependent on the decisions of others will always be a victim of the ones making the decision.
