If poverty is not due to a lack of money poverty cannot be alleviated by giving people money. We need something more substantial and basic. A solution to the problem of poverty is not somehow related to the problem of how to make more money or how to print or issue more money. In fact solving the problem of poverty has nothing to do with money whatsoever.
