On November 6-7, 1987, The Federalist Society held a symposium at the Grand Hyatt Hotel in Washington, DC on "Foreign Affairs and The Constitution: The Roles of Congress, The President, and The Courts". On the first day of the symposium, Caspar Weinberger, the Secretary of Defense, gave an address regarding the War Powers Act.
