Long-awaited report would replace DoDs PPBE process with Defense Resourcing System

It took two years of study \u2013 and more than 400 interviews \u2013 but the expert panel Congress commissioned to fix DoD aging budget system now has some answers. The Commission on Planning, Programming, Budgeting and Execution Reform delivered its final report last week, with 28 recommendations in all. If DoD and Congress adopt them, it would be the first significant update to DoD\u2019s budget process since the Pentagon started using it, that was in the early days of the Cold War.
