If this VA program was a high school, people would complain about the dropout rate

The Veterans Affairs Department is in the midst of a five-year pilot program. It's called VET-TEC or Veteran Employment Through Technology Education Courses. The Government Accountability Office found that the program has some problems, including that a third of the veterans enrolled drop out.
