House approves temporary measure for proxy voting, remote committee work

Stuck between a pandemic and must-pass legislation, the House approved a short-term measure giving members a chance to vote and hold committee hearings without travelling to Capitol Hill. Debate on the temporary rules change hit on much of the work of the Continuity of Government Commission, which last studied the issue in the aftermath of Sept. 11, 2001.
