Turns out, agile development doesn\u2019t fit neatly into the procurement, R&D and operations buckets the military uses to buy weapons. But Congress looks like it\u2019s ready to expand DoD\u2019s use of so-called colorless money for software. And Defense officials think it\u2019ll be critical to future acquisitions \u2013 as long as the department doesn\u2019t abuse its new spending authority.
