Who gets to regulate methane emissions in Canada?

At the end of April, in the same week, the federal government passed regulations to reduce methane emissions from the oil and gas industry. In the same week, Alberta too proposed rules for the same purpose. While Alberta’s rules are more permissive, they claim they can achieve equivalent emissions reductions.
