The Chinese government has relaxed pre-event supervision. Whereas earlier an organization needed to take government approval at every step of a factory set-up, now they can proceed on their own. But the catch is that the government has more than doubled the non-compliance penalties. So where is China heading with its environment, health, and safety policies?
