In the aftermath of horrific shootings at high schools in Florida and Texas, the political debate has focused largely on the role of guns in American society.\xa0Mostly ignored is how school districts fail to take action on students with documented histories\xa0of threats, violence, or mental illness.
The school district in\xa0Broward County, Florida, for example, which includes Stoneman Douglas High School in Parkland,\xa0created the "Promise" program to\xa0counsel\xa0students who commit minor crimes, as an alternative to\xa0involving law enforcement. After repeated denials by school administrators, it was revealed that Nikolas Cruz, who shot and killed 17 people at the school,\xa0was previously assigned to the program, rather than\xa0being referred to authorities. But that's just one example.
