Avyagrah mean one who is unmoved and unaffected. Even while involved in great deeds of war against evil forces and while giving punishments, Lord Shiva doesn't become restless, bewildered or tensed. The punishments are only for purifying and correcting the jivas or embodied souls and not an outcome of hatred, as all the beings are a part of himself and the lord doesn't forget it even for a moment. The Lord's kind and pleasing nature is not affected by the deeds of war or punishing activities. The Lord is above love and hatred. He just gives the fruit for our own karma
