Pashupatih: The Lord of all the beings. Lord Shiva takes care of all the beings, protects them and liberates them also. This name also specifically refers to the bull \u2013 Nandi, whose master is Lord Shiva.

Pashyati iti pashuhu. One who sees or experiences is called Pashu. One who responds to stimulus is called a living being in biology. The being
(jeev\u0101tmaas ) are called pashu ( cattle ) as they are bound by paasha (rope) like a cattle is tied tightly with a rope and is bound to it. The jeevas are bound to avidyaa(Ignorance). The Lord of all such beings & who frees them is called Pashupati. Like the owner of the cattle frees the cattle when the right time comes, the Lord frees the beings by blessing them with the wisdom of self realization. He has the limitless unconditional liberty to keep the souls bound and to untie them.

The form of Lord Shiva which resides in all souls living in all kinds of bodies is knowns as Pashupati.

He is one of the eight element forms of Shiva already explained in the name ashtamoortih.
