Shipi - another word for pashu. Pashu is one who is bound by p\u0101sha(rope) The lord is called Pashupati as he is the Lord of all the bound beings. Vishta - one who has entered. Shipivishta means one who has entered all the beings and one who controls them. He is also the Sakshi in everyone who remains the uninvolved, unaffected observer.
