One who is the most beloved of Lord Vishnu - Vishnoho Vallabhaha &One whose beloved is Lord Vishnu - Vishnuhu vallabhaha yasya saha. The relationship between Shiva and Lord Vishnu is, they are BFF( best friends forever) and they are relatives too, since Lord Vishnu is considered as Goddess Parvathi's brother. So this makes Lord Vishnu, brother in law to Shiva. They are much more than BFF actually because they worship each other and they are one.

In pur\u0101nas we can see the friendship , care and love for each other in many occasions . We can also study the stories of Vishnu worshipping Shiva and Shiva worshipping Vishnu in different pur\u0101nas. Even in Ramayana, Sri Rama worships Shiva and Shiva remembers Sri Rama.
