The Four Rivers region that includes the lower Ohio, Cumberland, Tennessee and Mississippi rivers, is a key intersection of major North American waterways. In the wake of massive flooding in our area, one could be forgiven for not knowing that the Ohio River's locks and dams aren't built for flood control, but for navigation. Jacque Day brings us this story, the first of a series, on the construction the Olmsted Locks and Dam Project.
