Self-defense or Assault in Atlantic City?

According to the Courier Post story from March 5th 2020, the incident that occurred in November 2019 has the EMTs in hot water of their own boiling. The crew arrived onscene to a patient handcuffed, apparently with blood on his shirt from what was described as a head injury.

What was caught on the casino cameras following their arrival will make you tilt your head to the side and want to jump in and help...the suspect. They proceed to physically hit, strike and yell at the patient, all while he's still handcuffed.

  • Who besides PD carries handcuffs? Should private security be a replacement for PD at a scene when someone has been restrained?
  • Does EMS (or Fire) get any self defense training?
  • Is striking someone in custody a crime?
  • When does self defense become assault?
