Allegheny County-based Shuman Juvenile Detention Center has had its license revoked by the state Department of Human Services. An arrest has been made in the vicious beating of a delivery driver in Philadelphia that has left the victim in a coma. Amtrak has estimated that the proposed route between Scranton and New York would bring in millions of dollars per year.
