For decades, Vietnam and the U.S. have wrangled over responsibility for the U.S. military's use of Agent Orange during the Vietnam War. Thirty-one years after the fall of Saigon, the U.S. and Vietnam are preparing a joint program to cleanup remaining "hotspots," while sidestepping the more divisive issue of victim compensation -- for now.
