The FISC’s four-page directive, issued by Rosemary Collyer, the FISC’s then-presiding judge, came on the heels of a voluminous report compiled by Justice Department inspector general Michael Horowitz, after a multiyear inquiry into investigative irregularities in the bureau’s Trump–Russia probe.
