How to quarantine, test, disinfect?  Health authorities are pushed to the extreme with homeless; it's at a braking point.  Buy a motel?/ House people who don't have the means to self-quarantine? — and how to feed them , care for them?  “They're running around with their hair on fire. May move city offices that are being impeded by the homeless [instead of changing the situation].  Typhus. Hepatitis.  “You’re not allowed to disrupt their lives.”
