Congress tried to starve commercial firms—so Musk turned to private investors. Sierra Nevada, Dreamchasers.  Too slow. Waiting since Jan 2016, not much motion. Delay till 2022: laying it at the feet of the Wuhan flu, although acknowledging technical problems.
