For the past three decades plus the governments of the United States and Mexico have employed a decapitation strategy when dealing with the cartels and other criminal groups. The thinking was that if you get rid of the man at the top, then you'd cripple the whole group. What they learned, however, was that this strategy only led to more bloodshed and violence. In this episode, we dive in and see how that strategy has now led to more than 400 splinter groups who have loose ties to the cartels.
