Ezekiel Kelly went on a murderous rampage through the streets of Memphis and livestreamed his carnage while it was unfolding. When all was said and done, he had killed 4 people. Now, in the aftermath of his arrest plenty of questions remain...such as...why was he out of prison in the first place?
