The fund was created to provide financial compensation to individuals who were victims of Epstein's sexual abuse and exploitation. It aimed to offer survivors an alternative to pursuing legal action through the courts. The fund was established by the Epstein Victims' Compensation Program (EVCP), overseen by an independent administrator. It allowed survivors to submit claims outlining their experiences and the harm they suffered as a result of Epstein's actions. T

he claims were then reviewed by the administrator, and compensation amounts were determined based on a set of established criteria. The fund was funded by Epstein's estate, as Epstein had passed away in August 2019. The establishment of the fund and its processes were intended to provide survivors with a more streamlined and confidential way to seek compensation without having to engage in lengthy and public legal battles.

It's now coming to light however, that both Leon Black and Jes Staley were special cases within the compensation fund and there are provisions that are available that will make it possible for Leon Black and Jes Staley to both be sued, even by those who were compensated by the fund.
