Rick Scott announced his candidacy for U.S. Senate on Monday to unseat incumbent Democratic Senator Bill Nelson; the race is expected to be one of the most expensive in the nation's history.\\xa0 Scott's announcement comes just days after he appealed a federal court ruling ordering him to reform the procedures for restoring voting rights to some 1.5 million former felons.\\xa0 Scott has slow-walked the clemency process for years, since taking office, leaving some 10% of the state's voting-age population (and 25% of the state's African Americans) off the rolls and unable to participate in elections in the closely divided swing-state.
