It's been the worst outbreak of COVID-19 in a long-term care facility so far. Manoir Belle Vue in Edmundston has had 89 cases and five residents have died. Now a provincial agency says there were gaps in the facility's operational plan to cope with COVID. The CBC's provincial affairs reporter Jacques Poitras told Colleen Kitts-Goguen more.
