Voucher system leaves managed isolation rooms empty

Rooms in managed isolation have been sitting empty because New Zealanders desperate to return home have been booking more allocation vouchers than they need. All 32 border hotels are fully booked until late-February but the government isn't putting a limit on the number of spaces that returnees can lock in. Katie Todd has the story.
