A new attempt to block a controversial development in Wellington has failed, but that does not mean it is smooth sailing ahead. The High Court has dismissed an application to review the decision to grant a resource consent to the Shelly Bay project. Getting the consent has been fraught, with the saga starting in 2016, and as Emma Hatton reports, it is unlikely to be over any time soon.
