New Zealand could be considered one of the worst countries in the world when it comes to climate change action. It's one of just a few OECD countries to increase gross emissions since 1990 - with intensive dairy farming and car use a major factor. On February 1 the Climate Change Commission is expected to release its draft advice on the country's national emissions budgets.
