Christchurch terror attack: Human Rights Commission wants compensation for victims

The Human Rights Commission wants victims of the Christchurch terror attack to receive compensation. It says the state failed in its duty to protect the basic right to life. Many who were there on the day are not receiving financial assistance as they were not physically injured, but the government says it's not considering cash reparations. Sally Murphy reports.
