This is the view of Rolando Vela, assistant general manager of CCDD5.
\\u201cCities are so focused on bringing development. Truth be told, development does not occur unless you have drainage plans,\\u201d Vela said. \\u201cSo, we see ourselves\\u2026 not only are we mitigating, are we working our efforts, harnessing our efforts towards flood mitigation measures but also being a partner in the development community. I think that is very important.\\u201d
