Trying to break the logjam at COP 25

After a week of unsuccessful negotiations at the COP 25 in Madrid, some of the parties have sent top government officials to try to break deals on many of the Paris Climate Agreement's central points. Plus, a deal on the defense budget bill seems to be coming, but it will not include important environmental regulations.
