After 25 days of virtual public hearings, Victoria’s COVID-19 hotel quarantine inquiry finished on Monday. In his closing submissions, counsel assisting, Ben Ihle, said the failure to properly train security guards, lack of proper testing, and poor infection control, rendered the hotels a feeding ground for the spread of the virus,’ that ultimately caused 768 deaths and over 18,000 infections.
