In Lithuanian we often drop the verb, "to be."  So, here we can drop "yra."
You can be understood if you just say, "tualetas?"
Tualetas is the Lithuanian word for a single toilet or restroom.

Kur tualetas?                                          Where's the toilet?
Kur restoranas?                                      Where's the restaurant?
Kur baras?                                             Where is the bar?
