Did School Discipline Policy Contribute to Florida High School Murder Spree?

Parkland, Florida schools adopted a policy to not make police referrals on many infractions such as drug use and assaults , intending to handle those cases in house. That policy was later encouraged by the U.S. Education Department and adopted by school districts nationwide. Max Eden, Senior Education Fellow at the Heritage Foundation says that raises questions if that covered "red flags"that could have stopped the carnage at Stoneman Douglas High School.
