Douglas County Commissioner James Cavanaugh wants the public to have a voice in whether the county should spend approximately $120 million on a juvenile justice center. He says there are more affordable options. He also explains why he opposes having the new center funded through the county building commission (without a public vote) versus funded through the county's own bonding authority (which would require a vote).
