Douglas County Commissioner James Cavanaugh questions the county's use of eminent domain to take a building at 18th and Harney for a new juvenile justice center that he doesn't feel is entirely necessary. Cavanaugh is chair of the Administrative Services Committee that meets Tuesday (7/24) at 1 PM in Room 903 of the Omaha/Douglas Civic Center. The needs of the detention center and the planning for the juvenile justice center are on tomorrow's agenda and Cavanaugh is encouraging the public to attend and comment.
