Douglas County Commissioner Jim Cavanaugh has unveiled a new plan to build a 12 story building at 18th and Harney that would house juvenile courts, county attorney and public defender offices. His plan would also renovate the county's current youth detention facility near 42nd and Woolworth. Cavanaugh explains that his plan would not include the county from using eminent domain to acquire another privately owned business along 18th street from Harney to Howard.
