Douglas County Commissioner James Cavanaugh tells us why the proposed juvenile justice center that the county wants to build downtown costs to much, will raise property tax rates and is all being done without a public vote. Furthermore, Cavanugh says they can accomplish the same goals for juveniles and provide much needed relief to overcrowding in the courthouse, for less expense to county taxpayers. The city council holds the final vote and holds a public hearing on it on Tuesday.
