Overstepping or "got your back"?

b'CBS News National Correspondent David Martin spoke exclusively with Navy Secretary Richard Spencer a day after Defense Secretary Mark Esper requested his resignation. Spencer tells CBS News President Trump\'s decision to stop a Pentagon review of Navy Seal Eddie Gallagher sends a message "that you can get away with things." Spencer, who was forced to step down over his handling of the controversial Gallagher case, defended his actions. Gallagher was accused of war crimes, which included shooting civilians, murdering a captured ISIS fighter with a hunting knife and threatening to kill SEALs who reported to him. He was acquitted in his court martial, but was convicted of the lesser charge of posing with the corpse. Did the President overstep here or does he simply have his military\'s back?
