Can public transit win riders back?

When the pandemic began ridership across the Bay Area’s public transit system plummeted as offices shuttered and downtown life came to a screeching halt. More than two years later, riders have been slow to return, and now many local agencies are facing a fast-approaching fiscal cliff.
