Donald van der Vaart: John Locke Foundation Shaftesbury Society luncheon

Donald R. van der Vaart is chief of air quality permits with the N.C. Department of Environment and Natural Resources. At N.C. State University, he has taught Air Quality and Air Pollution Control engineering courses. He now teaches the Environmental Law and Policy course. Prior to joining state government, Dr. van der Vaart worked both in industry and the utility sector. He has published numerous technical and legal articles and holds two patents. He is a registered engineer and a licensed attorney in North Carolina. In this speech, he discusses the topic "The Clean Air Act: Protectionism or Environmentalism?"
